IL SB2909

Amends the Children and Family Services Act Section 21 to require the Department to provide written copies of safety plans signed by all parents, guardians, responsible adult caregivers, and Department representatives.

Mandates safety plan documents include information on rights and responsibilities, medical care access, emergency phone numbers, and notification procedures for schools or day care providers.

Requires the Department's child protection supervisor to review and approve all safety plans before implementation.

Establishes investigative powers allowing the Department to administer oaths, issue subpoenas, and compel witness testimony; violations constitute Class B misdemeanor offenses.

Requires child protective investigators, supervisors, and child welfare specialists to complete training on child neglect detection, drug abuse, child development, family dynamics, and interview techniques by July 1, 1988.
