Amends Section 17.9A of the Environmental Protection Act to allow law enforcement agencies to collect, store, and transport pharmaceuticals including controlled substances from residential sources to permitted sites or facilities.

Removes the requirement that collected pharmaceuticals must be incinerated, instead allowing disposal at any permitted site or facility in accordance with applicable regulations.

Requires pharmaceuticals transported to permitted sites must be managed according to the Environmental Protection Act, its rules, and issued permits; controlled substances must also comply with federal and state controlled substance laws.

Defines "law enforcement agency" as any state or local government agency with authority to maintain public order and enforce criminal laws.

Takes effect upon becoming law.
