Amends the Freedom from Drone Surveillance Act to add exceptions allowing law enforcement to use drones with a search warrant limited to 45-day periods, renewable upon showing good cause.

Permits law enforcement drone use without a warrant for up to 48 hours when reasonable suspicion exists that swift action is needed to prevent imminent harm to life, forestall suspect escape, or prevent evidence destruction; agency chief must report use to State's Attorney within 24 hours.

Allows drone use to locate missing persons not involved in criminal investigations, and for crime scene and traffic crash photography on public property without warrant, or on private property with warrant or consent.

Authorizes law enforcement to use drones during disasters or public health emergencies to obtain information for emergency declarations, monitor conditions, survey damage, and coordinate response and recovery efforts without prior official declaration.

Prohibits law enforcement from acquiring information from privately owned drones except under the specified exceptions in Section 15, though private parties may voluntarily submit drone-acquired information to law enforcement.
