Appropriates $12,500,000 from the General Revenue Fund to the State Board of Education for the textbook block grant program.

Provides secular textbooks free of charge to students in kindergarten through 12th grade enrolled in public schools or State-recognized non-public schools.

Program serves approximately 2.1 million school children and 164,000 educators throughout Illinois.

Ensures students have instructional materials with current information in good working condition and serves as the sole source of instructional material funding for many school districts.

Effective date is July 1, 2014.
