Expands the definition of "employee" under the State Employee Indemnification Act to include individuals or organizations contracting with the Office of the State's Attorneys Appellate Prosecutor to provide professional services.

Expands the definition to include individuals or organizations contracting with the Office of the State Appellate Defender.

Maintains existing coverage for contractors with the Department of Corrections, Department of Juvenile Justice, Comprehensive Health Insurance Board, Department of Veterans' Affairs, Department of Human Services, Department of Military Affairs, and Department of Labor.

Takes effect upon becoming law.
