Amends the Environmental Protection Act to revise the definition of "pollution control facility" under Section 3.330, establishing what facilities are and are not subject to pollution control regulations.

Adds new exemptions from pollution control facility classification, including sites for composting food scrap, livestock waste, crop residue, wood waste, or paper waste that meet specific operational and setback requirements.

Establishes exemptions for transfer stations handling landscape waste exclusively, sites performing limited testing of gasification or thermochemical conversion technologies, and facilities incinerating only pharmaceuticals from residential sources collected by law enforcement.

Allows until July 1, 2017 for facilities to transfer commingled landscape waste and food scrap on a demonstration basis, if located in specified population ranges and permitted prior to January 1, 2002.

Defines "new pollution control facility" as those initially permitted after July 1, 1981, expansions beyond current permitted boundaries, or facilities requesting approval to store or dispose of special or hazardous waste for the first time.
