SB2946 Summary

• Makes a technical change to the State Employees Group Insurance Act of 1971 by replacing duplicate language "that that" with single "that" in Section 5.

• Requires the Director to report to the Commission by April 1 each year on the employee benefits program status, including documents, bids, contracts, and proposals, with monthly updates thereafter until the program is determined.

• Establishes a 30-day review period after contract notices appear in the Illinois Procurement Bulletin before contracts may be entered into, unless the Commission waives the requirement in writing.

• Mandates the Director transmit final contracts to the Commission by the annual benefit choice period start date (May 1, or up to 15 days after collective bargaining ratification if negotiations are pending April 15).

• Requires the Department of Central Management Services to contract for group health benefits for Medicare-primary members by January 1, 2014, comparable to benefits offered other members, with initial procurement exempt from most Illinois Procurement Code requirements.
