Amends the Self-Service Storage Facility Act to allow owners to provide notice to occupants of lien enforcement via electronic mail in addition to verified mail or in-person delivery.

Redefines "last known address" to include either a mailing address or electronic mail address provided by the occupant in their rental agreement or subsequent written notice of address change.

Adds new definitions for "verified mail" (USPS or private delivery service with evidence of mailing), "electronic mail," and clarifies that electronic mail notice is presumed delivered upon receipt confirmation, or reverts to verified mail if no receipt is obtained.

Permits lien sales to be conducted on publicly accessible online websites and deems such online sales to be held at the self-service storage facility location.

Maintains existing lien enforcement procedures including 14-day payment demand periods, newspaper or posted advertisements, and allows occupants to redeem property by paying the lien amount plus reasonable enforcement expenses.
