Amends the Probate Act of 1975 to allow guardians to file petitions for dissolution of marriage, legal separation, or declaration of invalidity on behalf of wards upon court authorization, if the court finds by clear and convincing evidence the relief is in the ward's best interests.

Permits courts to authorize guardians to consent to a ward's marriage on behalf of the ward if the court finds by clear and convincing evidence the marriage is in the ward's best interests, and allows county clerks to accept guardian applications for marriage licenses under these circumstances.

Establishes that guardian decisions regarding marriage and dissolution must be guided by standards including the ward's previously expressed preferences and personal, philosophical, religious, and moral beliefs, or if unknown, the ward's best interests.

Preserves existing guardian duties regarding custody, care, support, education, and maintenance of wards and their dependent children, and clarifies guardian authority over health care decisions and mental health facility admissions.

Takes effect upon becoming law.
