Exempts long-term acute care hospitals, rehabilitation hospitals, and psychiatric hospitals from requirements to provide hospital emergency services, though they may offer them voluntarily and must comply with federal EMTALA requirements if they discontinue services.

Establishes a Hospital Licensure Fund as a special state treasury fund supported by license fees of $55 per bed (or lesser amount set by Department of Public Health) to fund hospital licensure administration and patient safety initiatives, including the Illinois Adverse Health Care Events Reporting Law of 2005.

Revises the definition of "adverse health care event" to reference the National Quality Forum's list of serious reportable events as of the bill's effective date, with automatic updates when the National Quality Forum revises its list, replacing the previous statutory enumeration of specific reportable events.

Requires the Department of Public Health to adopt rules establishing the list of adverse health care events and to promptly notify all affected health care facilities when revisions occur.

Becomes effective immediately upon enactment.
