Creates the Urban Flooding Awareness Act, defining "urban flooding" as rainfall overwhelming drainage systems in built environments, including stormwater entering buildings, sewer backup, and water accumulation on property.

Requires the Department of Natural Resources, in consultation with multiple state agencies and regional authorities, to submit a comprehensive report to the General Assembly and Governor by June 30, 2015.

Report must evaluate urban flooding prevalence and costs across Illinois, trends over the past two decades, impacts of climate change, and effectiveness of county stormwater programs in avoiding flood damages.

Report must assess current stormwater infrastructure design standards (100-year storm for detention, 10-year storm for conveyance) and review technology like LiDAR and geographic information systems for flood risk assessment.

Report must provide recommendations on low-cost damage mitigation strategies, consistency of state funding criteria, National Flood Insurance Program participation, and improvements to flood and basement backup insurance availability and affordability.
