• County clerks must submit county codes, ordinances, and regulations to the State Comptroller in electronic format by June 1, 2015, with quarterly updates thereafter beginning October 15, 2015.

• Township clerks must provide ordinances, resolutions, and by-laws to the State Comptroller in electronic format by June 1, 2015, with quarterly updates on the same schedule as counties.

• Municipal clerks (except in cities with 500,000+ population) must submit lists of ordinances and resolutions to the State Comptroller in electronic format by June 1, 2015, with quarterly updates thereafter.

• The State Comptroller shall post all submitted information on his or her official website upon receipt.

• Late submissions incur escalating daily penalties: $5/day for first 15 days overdue, $10/day for days 16-30, $15/day for days 31-45, and $20/day from day 46 onward, with all fees deposited into the Comptroller's Administrative Fund.
