Amends the Illinois School Code to establish endorsement requirements for educator licenses, including principal, chief school business official, superintendent, teacher leader, special education, and school support personnel endorsements.

Phases out the general administrative endorsement beginning September 1, 2014, requiring existing holders to convert to a principal endorsement by July 1, 2015 through passing a state assessment, completing an Illinois Educators' Academy course (by July 1, 2019), or completing an approved principal preparation program.

Requires principal endorsement candidates to have completed an approved principal preparation program, four years of teaching experience (or fewer years with demonstrated qualifications), and a master's degree or higher from a regionally accredited institution.

Establishes a teacher leader endorsement for teachers holding a Professional Educator License and master's degree who complete an approved program with coursework in leadership, professional development, school culture, student assessment, and collaboration.

Allows school speech and language pathologists to exchange a teaching endorsement for a non-teaching endorsement between January 1, 2014 and April 30, 2014 at no cost.
