Amends Section 13 of the Downstate Forest Preserve District Act to modify indebtedness limits for forest preserve districts

Establishes that districts with populations under 3,000,000 cannot incur total indebtedness exceeding 2.3% of assessed property values, except the Byron Forest Preserve District is exempted from this provision

Creates special indebtedness restrictions for the Byron Forest Preserve District, allowing up to 0.6% of assessed property value for land development (compared to 0.3% for other districts)

Requires voter approval via referendum for indebtedness exceeding 0.3% (or 0.6% for Byron district) for land development purposes or for acquiring land beyond 55,000 acres

Requires bond ballots to display the approximate tax impact on single-family homes with stated market values
