Creates the Illinois Gives Initiative allowing state employees and annuitants to voluntarily authorize withholding from their salary, wages, or annuity for donation to Illinois chapters of the American Red Cross serving disaster-affected areas.

Requires withholdings to be directed only to American Red Cross chapters whose territories include areas affected by a declared disaster under the Emergency Management Act.

Authorizes the State Comptroller to develop an electronic registration system for employees and annuitants to enroll in the withholding program, with deductions starting from the next available pay period.

Directs the State Comptroller to establish policies and procedures for transmitting withholding notifications to payroll officers and retirement agencies, and for distributing collected funds to designated Red Cross chapters.

Amends the State Salary and Annuity Withholding Act to add voluntary Illinois Gives Initiative payments as an authorized withholding purpose alongside existing options like insurance premiums, union dues, and retirement contributions.
