Amends Section 70-15 of the Township Code to require supervisors to prepare and file an "unaudited" financial statement with the township clerk within 30 days before the annual township meeting.

Financial statement must include opening balance, tax levies, amounts collected and paid, detailed accounting of expenditures and indebtedness, and information on outstanding and future obligations.

Township clerk must record the statement, post a copy 2 days before the annual meeting, and either read the statement aloud or provide a copy to electors at the meeting.

Supervisors or township clerks who willfully neglect to comply must forfeit between $50 and $200 to the township, with funds dedicated to highway and bridge repairs.
