Amends the Criminal Code of 2012 by adding Section 24-11 to establish mandatory reporting of firearm discharges in public places.

Requires the Department of State Police to develop and maintain a website and database for firearm discharge incidents in public places, contingent on grant funding availability.

Law enforcement agencies must submit detailed incident reports including nature of incident (no injury, injury, or fatality), location zip code, type of location, firearm details, number of shots fired, shooter's age, and concealed carry license information if applicable.

Database information shall be made available to public health researchers designated by the Director of State Police in consultation with the Director of Public Health.

Department of State Police must annually compile and report statistics on firearm discharge incidents by county, including number of incidents, injuries, fatalities, firearm makes and models, average age of shooters, and number of concealed carry licensees involved.
