Expands motion for forensic testing to include cases where conviction resulted from a guilty plea, in addition to cases tried before a jury.

Allows courts to order testing if results would raise a reasonable probability that a defendant would have been acquitted if evidence had been available before pleading guilty.

Requires court orders directing unknown fingerprints matching neither defendant nor victim to be submitted to the FBI's Integrated Automated Fingerprint Identification System (AIFIS) for identification.

Mandates that investigating authorities prepare an inventory of case evidence and distribute copies to prosecution, petitioner, and court when testing is approved.

Permits the State to reactivate victim services when a motion is filed to vacate a conviction based on favorable post-conviction testing results.
