Allows 17-year-olds to vote in consolidated primary elections if they will be 18 years old on the date of the immediately following regular election.

Permits 17-year-olds to vote using absentee, grace period, or early voting ballots in primary elections under the same age eligibility conditions.

Requires that all references in the Election Code to the 18-year-old voting age requirement be interpreted in accordance with this expanded eligibility.

Deems 17-year-olds who will be 18 by the general election competent to execute and attest voter registration forms.

Takes effect immediately upon becoming law.
