Requires roofing contractors to obtain unemployment insurance employer account numbers from the Department of Employment Security and remain current on unemployment insurance payments, replacing previous requirement for identification number or proof of application.

Specifies that Workers' Compensation insurance must be specifically "for roofing" when covering employees or approved as self-insurer.

Adds new licensing requirement that all persons performing roofing services must be licensed roofing contractors, except for employees classified under the Employee Classification Act of a licensed roofing contractor.

Maintains existing requirements for roofing contractor licenses including public liability insurance, property damage insurance, continuous bonds ($10,000 for limited license, $25,000 for unlimited license), and qualifying party examination.

Applicants have 3 years from application date to complete the licensing process or must reapply and forfeit their application fee.
