Creates the Natural Resources Restoration Trust Fund in the State treasury to receive deposits from settlement or litigation of claims related to injured or damaged natural resources.

Fund moneys may come from federal claims, state claims, common law claims, or any other source, with all interest and investment gains retained in the fund.

Authorizes the Department of Natural Resources to use fund moneys for investigating and assessing natural resource injuries, restoring or replacing damaged resources, and obtaining matching funds for federal grants.

Permits the Department to pay for personnel, contractors, and technical services to conduct assessments, restoration projects, environmental risk evaluations, and contamination remediation activities.

The General Assembly shall annually appropriate necessary amounts to the fund, and the Department may accept and administer additional moneys from any source for these purposes.
