IL SB3004

Requires parent-teacher advisory committees to develop student discipline policies for all elementary, secondary, charter, and alternative schools by January 1, 2015, including provisions on bullying prevention and school searches.

Eliminates zero-tolerance policies and limits out-of-school suspensions to 3 days or less unless student poses ongoing threat to school safety; suspensions longer than 3 days require documentation of exhausted behavioral interventions.

Requires schools to provide educational services and opportunity to earn equivalent academic credit for students suspended from school bus without alternative transportation or suspended/expelled for longer than 3 days.

Prohibits schools from advising students to voluntarily disenroll due to behavioral or academic difficulties and bans monetary fines or fees as disciplinary consequences.

Applies student discipline requirements to all school districts, charter schools, special charter districts, and alternative schools organized under Article 13A.
