Delays mandatory conversion to Managed Care Community Networks from year four to year five of ACE operation, unless ACE selects a shorter period.

Delays requirement for ACEs to connect to Illinois Health Information Exchange until year five of operation, unless ACE selects a shorter period.

Establishes an annual expansion process beginning in year three to allow ACEs to increase system capacity, participating providers, and enrollment levels.
