Department of Children and Family Services (DCFS) must provide the General Assembly with a comprehensive annual report by September 30th of each year on child day care licensing progress and performance measures.

Report must detail funding for child day care licensing, including total full-time employees, all revenue sources, federal funding amounts and sources, and funding history since fiscal year 2010.

Report must include staffing qualifications comparison, caseload data since fiscal year 2010, and quarterly performance metrics such as application processing time, license renewal rates, and monitoring visit timeliness for day care centers, homes, and group homes.

Report must track complaint disposition timelines, licensing orientation availability, department training offerings, and progress on adopting a key indicator system for child day care.

DCFS must coordinate with the Department of Human Services and State Board of Education on professional development, credentialing, training registry, and Quality Rating and Improvement Systems (QRIS).
