SB3017 Amendment Summary

• Adds prohibitions on Illinois public universities using state funds to support boycotts of countries that are members of the Organisation for Economic Co-Operation and Development (OECD) or their higher education institutions.

• Applies to all eight Illinois public university systems: University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

• Prohibits state aid from funding academic entities that have issued public resolutions or taken official actions boycotting OECD member countries, including restrictions on membership fees and employee travel to meetings.

• Universities found in violation become ineligible for state aid during the academic year of violation.

• Includes three exceptions: boycotts targeting countries designated by the U.S. Secretary of State as terrorism sponsors, boycotts connected to labor disputes, and boycotts protesting unlawful discriminatory practices as defined by Illinois law.
