• Establishes compensation limits for charter school executives: chief executives cannot earn more than 80% of the superintendent's salary, and principals cannot earn more than 10% above the average principal compensation in the same district.

• Prohibits charter schools and districts from marketing or advertising charter enrollment; requires districts to present information about all public school options equally and subjects high-overhead charter schools to Auditor General audits; institutes 5-year comprehensive assessments of charter school impact on school systems.
