State Board of Education shall annually confer with Illinois Community College Board to identify industries and occupations facing workforce shortages or lack of adequately trained entry-level workers.

State Board of Education shall notify school districts annually of identified industries and occupations and publish this information on its website.

State Board of Education shall approve industry-recognized certification programs designed to address identified workforce shortages.

Beginning with the 2015-2016 school year, school districts receive $1,000 per pupil incentive grants for each student who obtained a high school diploma and successfully completed an approved industry-recognized certification program in the prior year.

If appropriated funds are insufficient to pay full grant amounts, State Board of Education shall prorate payments among eligible school districts.
