Adds exemption for recordings made simultaneously with officer-worn video cameras during enforcement stops or when patrol vehicle emergency lights are activated or would be activated.

Adds exemption for recordings made simultaneously with officer-worn video cameras when a uniformed peace officer has reasonable suspicion that a person in the vicinity has committed, is committing, or is about to commit an offense.

Requires law enforcement agencies to retain recordings made under these exemptions for a minimum of 90 days, or longer if part of an arrest or used as evidence in any proceeding.

Clarifies that recordings cannot be altered or erased before the designated storage period expires, and may only be destroyed after expiration unless evidence in an ongoing case.
