Makes a technical correction to Section 1-10 of the Illinois Procurement Code by removing a duplicated word "to" in subsection (a) regarding the application of the Code to procurements.

The Code applies only to procurements for which contractors were first solicited on or after July 1, 1998, and does not affect contracts based on solicitations prior to the Code's implementation date.

Maintains all existing exemptions from the Procurement Code, including contracts between governments, grants, employee hiring, collective bargaining agreements, real estate purchases, and various specialized contracts.

Requires the Illinois Finance Authority to submit monthly reports to the chief procurement officer and annual reports to the Governor and General Assembly regarding contracts for professional services entered into under the Code's exemption through December 31, 2018.
