Creates the Water Loss Accounting Awareness Act requiring the Illinois Environmental Protection Agency to submit a comprehensive report to the General Assembly and Governor by July 31, 2015.

Report must evaluate water loss in Illinois including volume, economic costs, infrastructure failures, and impacts on water supply demands, climate-related drought, energy production, and commercial/industrial needs.

Requires analysis of current water loss accounting practices in Illinois and other states, including costs and benefits of standardized water loss accounting systems for utilities.

Mandates recommendations on cost-effective strategies to improve water loss accounting and control, available auditing methods such as the American Water Works Association methodology, and opportunities for statewide adoption by water utilities.

Consultation required with Department of Natural Resources, Illinois Commerce Commission, Illinois State Water Survey, and local/regional water management leaders during report preparation.
