Amends the Humane Care for Animals Act to allow nonprofit animal cruelty prevention organizations to establish temporary shelters for seized animals during law enforcement investigations and prosecutions of animal fighting or cruelty violations.

Requires law enforcement authority with jurisdiction to determine the shelter is necessary and extend an official written invitation valid for a specified period of time before a nonprofit organization may establish such a shelter.

Defines "temporary shelter" as a limited-duration facility providing veterinary care, food, water, and shelter to seized animals, with no permanent buildings or structures allowed and no fees charged for veterinary care except as otherwise permitted.

Requires temporary shelters to comply with requirements of the Veterinary Medicine and Surgery Practice Act of 2004.

Maintains existing provisions that seized animals are forfeited upon conviction and must be humanely euthanized or adopted, with all care and disposal costs borne by the convicted person.
