SB3056 Summary

• Amends the Open Meetings Act to add exception #32 allowing closed meetings between the Regional Transportation Authority Board and Service Boards to review employment contracts under specified transit authority statutes.

• Requires Chicago Transit Board and Service Boards to submit employment contracts exceeding $100,000 to the Regional Transportation Authority Board for 14-day review period before execution.

• Limits bonuses for employees of transit agencies (RTA, CTA, Suburban Bus Board, Commuter Rail Board) to 10% of annual salary unless reviewed for 14 days by the appropriate board; excludes customary salary adjustments.

• Establishes CHI-TAP (Greater Chicago Mass Transit Transparency and Accountability Portal) website within 12 months to provide public access to employee data, expenditures, contracts over $10,000, and safety information for the Authority and all Service Boards.

• Adds prohibitions on post-employment business dealings between transit board directors and the transit agencies for one year after their term ends, and requires board review of severance agreements exceeding $50,000 and employment settlement agreements exceeding $200,000.
