Requires charter school contracts to include provisions on how both parties will address minor violations of the contract.

Changes the State Board certification process for contract renewals and material revisions: renewals require State Board certification before taking effect, while material revisions may take effect immediately upon approval by both parties unless either party requests State Board certification.

Specifies that the first day of the fiscal year for charter schools shall be July 1, separate from the requirement that the first academic day fall between August 15 and September 15.

Maintains that charter schools cannot be waived from state goals, standards, and assessments, and schools in cities with populations exceeding 500,000 must administer the same nationally recognized standardized tests as the chartering entity.

Takes effect July 1, 2014.
