Requires every person in Illinois to register each firearm they own or possess with the Department of State Police on a form prescribed by the Department.

Prohibits purchase or possession of ammunition without first obtaining a registration certificate for a suitable firearm or a receipt showing a firearm registration application is pending.

Mandates background checks by the Department of State Police for registration applications covering firearms lawfully owned before the effective date, brought into the state by new residents, or acquired through inheritance, with exemptions for renewal applicants who passed a background check within 12 months.

Establishes registration certificates that expire annually and require renewal with background checks, allowing the Department to deny or revoke certificates if applicants become prohibited from firearm possession under federal, state, or local law.

Makes it a Class 2 felony to sell or transfer ownership of a firearm without complying with the Firearms Registration Act requirements, and assigns various penalties ranging from petty offenses to felonies for violations of registration and ammunition possession rules.
