Amends the State Services Assurance Act for FY2008 to add Section 3-25 establishing language access services requirements for executive branch state agencies.

Requires state agencies to provide bilingual staff or interpreters in counties where a single language group comprises more than 5% of residents, as determined by the most recent federal decennial census.

Mandates agencies translate important documents (applications, notices, complaint forms) into relevant languages upon request, excluding licensure and professional certification materials.

Agencies must adopt implementing rules within 6 months of the act taking effect and determine which county offices will provide these services based on areas of need.

Establishes the Illinois Human Rights Commission as the dispute resolution body to address disagreements over implementation, including interpretations of "important documents" and adequacy of bilingual staff.
