IL SB3110

Adds grand jury subpoenas as an exception to physician-patient confidentiality privilege, allowing doctors to disclose patient information when issued a subpoena under Article 112 of the Code of Criminal Procedure of 1963.

Requires the State's Attorney to petition for a protective order under Supreme Court Rule 415 when grand jury subpoena disclosures occur in domestic battery, aggravated domestic battery, Article 11 Criminal Code offenses, or cases involving patients under 18 years old, or upon patient request.

Preserves the Mental Health and Developmental Disabilities Confidentiality Act as controlling law in cases of conflict with physician-patient privilege provisions.
