IL SB3111

Creates a 5-year pilot program allowing non-home rule municipalities with populations exceeding 5,000 in DeKalb, Kane, and Kendall Counties to exercise the same powers as home rule municipalities, except the power to tax or impose fees not otherwise provided by law.

Extends pilot program powers to municipalities with populations exceeding 5,000 in the specified counties that previously held home rule status and lost it through referendum, population decrease, or other means.

Finds that smaller municipalities in growth areas face complex health, safety, and welfare issues and would benefit from expanded authority to craft effective local solutions.

Pilot program automatically repeals 5 years after the effective date of the amendment.

Act takes effect immediately upon becoming law.
