IL SB3120

Amends the Firearm Concealed Carry Act to establish that regulation, licensing, possession, registration, and transportation of handguns and ammunition are exclusive state powers.

Declares any existing local ordinance or regulation that restricts licensees or handguns in a manner inconsistent with the Act shall be invalid as of the Act's effective date.

Grants persons licensed under the Act standing to sue in circuit court against local government units challenging the validity of ordinances or regulations that purport to regulate activities declared as exclusive state powers.

Specifies that this provision denies and limits home rule powers and functions under the Illinois Constitution.

Takes effect immediately upon becoming law.
