SB3124 Summary

• Increases the monthly personal needs allowance by $10 for State fiscal year 2015 for eligible medical assistance recipients who are inpatients in ID/DD Community Care Act licensed facilities.

• Requires the Department of Healthcare and Family Services to increase the personal needs allowance by an amount at least equal to any federal cost-of-living increase in Supplemental Security Income or Social Security benefits for State fiscal years 2016 and beyond.

• Permits the Department to increase the personal needs allowance by an amount greater than the federal cost-of-living increase, but prohibits reducing allowances below the rates calculated for State fiscal year 2015.

• Extends the same personal needs allowance increase provisions to residents of Community-Integrated Living Arrangements (CILA) facilities who are eligible for medical assistance and enrolled in the Illinois Home and Community Based Services Medicaid Waiver program for adults with developmental disabilities.

• Takes effect immediately upon becoming law.
