SB3130 Summary

• Creates a new vehicle classification called "autocycle" - a 3-wheel motor vehicle with a steering wheel and seating that does not require the operator to straddle or sit astride it.

• Autocycles are excluded from the definition of motorcycle and receive their own distinctive 4 by 7 inch registration plates.

• Establishes a $68 annual registration fee for autocycles (compared to $38 for motorcycles), plus applicable surcharges for the State Police Vehicle Fund and Park and Conservation Fund.

• Requires operators of autocycles to have a valid Class D driver's license; autocycles are treated similarly to motorcycles for vanity plate and personalized plate fee purposes ($50 and $25 respectively).

• Takes effect January 1, 2015.
