Amends the Illinois Cooperative Work Study Program Act by making a technical change to Section 3 concerning the financial assistance program.

Establishes a program of financial assistance to support student cooperative work study programs in higher education to benefit students academically and financially, reduce reliance on loans, and encourage permanent employment in Illinois.

The Board distributes appropriated funds as grants to public or nonpublic institutions of higher education to expand internships, clinical placements, cooperative programs with business and industry, and other work-linked opportunities.

The Board must consider whether programs strengthen education-business partnerships, promote school/college partnerships, encourage community service, maximize matching contributions, integrate financial aid components, and support engineering, science, math, and education academic programs.

Prohibits grants for programs of sectarian instruction or sectarian purposes, and authorizes the Board to require evaluations, audits, and reports on funded programs.
