SB3171 Summary

• Amends the Illinois Public Aid Code to adjust Medicaid reimbursement rates for various healthcare services effective July 1, 2012, with specified exclusions and reductions.

• Delinks per diem rates for supportive living facilities from nursing facility rates, effective May 1, 2011.

• Ceases general payment for bed reserves in nursing facilities and specialized mental health rehabilitation facilities, with limited exception for therapeutic home visits for TBI patients (minimum 90% occupancy, 80% Medicaid eligible residents) at 75% of daily per diem, capped at 10 days per month, beginning June 1, 2015.

• Implements rate reductions ranging from 2.7% to 3.5% for various provider types, while exempting physicians, dentists, community health centers, government-operated providers, safety-net hospitals, and critical access hospitals from further reductions.

• Establishes specific payment rates for children's community-based health care transition services ($683 per day), home health visits ($72), and certified nursing assistant home health services ($20), effective July 1, 2014.
