IL SB3180

Establishes a centralized, searchable public database on the internet containing information about appointed positions on state boards and commissions, including qualifications, powers, duties, and current member names and terms.

Requires the database to list all current vacancies on state boards and commissions, along with instructions and a uniform application form for applying to positions.

Mandates that board and commission applications include a data field for applicants to disclose ethnicity, gender, and disability status for reporting purposes.

Requires the Governor to file annual reports with the General Assembly and Legislative Research Unit beginning October 1, 2015, detailing demographic information of appointments made and the aggregate demographics of applicants not appointed.

Directs the Legislative Research Unit to publish annual reports on the demographic composition of gubernatorial appointees on each board, commission, and task force.
