Amends the Department of Veterans Affairs Act by creating the Illinois Joining Forces Foundation as a not-for-profit entity to support military members, veterans, and their families.

Foundation will convene military and veteran support organizations, provide policy recommendations, maintain a no-wrong-door online navigation platform, and educate community providers about military and veteran needs.

Board of Directors consists of one member each appointed by the Governor, President of the Senate, Minority Leader of the Senate, Speaker of the House, and Minority Leader of the House, plus members of the Illinois Joining Forces Executive Committee and designees from the Departments of Veterans' Affairs and Military Affairs.

Foundation may solicit and accept grants, donations, gifts, and bequests from federal and private sources, with funds held outside the state treasury and subject to financial audits under the Illinois State Auditing Act.

Foundation is ineligible to receive any grants administered or funded by the Department of Veterans' Affairs or Department of Military Affairs, and board members serve without compensation for 2-year terms.
