• Requires licensed dealers to maintain zoned retail locations, display licenses conspicuously, keep firearms unloaded and hidden from view, report all sales to non-licensees within 24 hours with detailed transferee information, and refuse sales to straw purchasers or those in jurisdictions where the firearm type is prohibited.

• Establishes Class 4 felony penalties for unlicensed dealing, with municipalities and counties authorized to enforce compliance alongside the Department; allows license revocation with 10-year disqualification period for violators.
