Amends the Illinois Pension Code to prohibit part-time board or commission members from accruing service or creditable service under the pension system if they first become members on or after the bill's effective date.

Amends the Illinois Pension Code to prohibit part-time elected officials of local government units from accruing service or creditable service under the pension system if they first become officials on or after the bill's effective date.

Applies only to counties or local government units with any portion of boundaries within a county that levies a property tax.

Defines "less than a full-time basis" through rules established by the Public Pension Division of the Department of Insurance.

Takes effect immediately upon becoming law.
