Veterans with permanent disabilities who have been issued a parking decal or device are exempt from submitting evidence of disability when renewing, provided they initially submitted proof of permanent disability from a physician or the Department of Veterans' Affairs.

The Secretary of State must verify that disabled veterans still reside in Illinois at renewal by requiring additional documentation or appearance at a Secretary of State facility.

The Secretary shall identify eligible veterans by comparing disability parking decal holders against lists of disabled veteran registration plate holders and veterans identified on driver's licenses or identification cards.

Establishes procedures for temporary disability parking decals valid for up to 90 days with renewal options, and meter-exempt decals for persons with specific mobility limitations including inability to manipulate coins, reach above 42 inches, approach meters, or walk more than 20 feet.

Meter-exempt decal holders are exempt from parking fees in metered spaces, designated parking areas, and publicly owned parking areas beginning January 1, 2014.
