Amends the Correctional Budget and Impact Note Act to require bills creating new criminal offenses or enhancing penalties to include notes on impact to Department of Corrections, Department of Juvenile Justice, and court systems.

Expands trigger requirements to include bills that alter sentence credits (other than one day per day served) or increase mandatory supervised release length.

Requires bill sponsors to file written statements within 5 days of receiving impact notes identifying preferred funding sources, either through new revenue or specific budget line item reductions.

Changes notification requirement from "upon request of sponsor" to automatic "upon filing" of qualifying bills, with departments required to prepare impact statements within 10 calendar days (extendable 5 additional days).

Adds Department of Juvenile Justice Director as signatory on impact notes alongside Department of Corrections Director and Director of Administrative Office of Illinois Courts.
