Appropriates $599,100,400 from the Education Assistance Fund to the University of Illinois Board of Trustees for fiscal year 2014-2015, including $520,160,600 for personal services and salaries, $24,893,200 for group insurance, and $37,000,000 for contractual services.

Appropriates $45,000,000 from the General Revenue Fund for University of Illinois Hospital operating costs and expenses.

Appropriates $16,826,500 from the General Revenue Fund for Prairie Research Institute operating costs in accordance with Public Act 95-728.

Provides additional appropriations from various specialized funds including $3,721,300 from the Fire Prevention Fund for the Illinois Fire Service Institute, $750,900 from the Education Assistance Fund for the Hispanic Center for Excellence at Chicago campus, and smaller amounts for the College of Dentistry, Public Policy Institute, Dixon Springs Agricultural Center, and other programs.

Provides appropriations for emergency mosquito abatement, mosquito research, hazardous waste research, scholarship grants, and pharmacy practice education programs at Rockford, totaling approximately $3,150,000 from multiple dedicated funds.

Takes effect July 1, 2014.
