State Treasurer may retain an administrative charge up to 2% of moneys deposited directly with the office to cover service costs.

Administrative charges collected are deposited into a new State Treasurer's Administrative Fund.

Charges apply to fines, fees, and other amounts remitted by circuit clerks, county clerks, and other entities, but exclude remittances from State agencies and certified collection specialists.

Charges only apply to new fines, fees, or collections created after the bill's effective date.

State Treasurer's Administrative Fund receives cost recoveries, service fees, and governmental grants, with all interest earned deposited back into the fund for office operations.
